How to choose: three steps

  1. Ask first. Does IRCC, the school, employer or immigration department name an organisation? If so, follow it.
  2. Then look at your credential. Mainland university, vocational or high school, overseas degree: requirements and difficulty differ by organisation.
  3. Finally, time and budget. A near deadline or a tight budget changes the best route.
